Tether and Circle receive thousands of inquiries a year, and the ones that get traction share a specific structure: they prove ownership, they trace the provenance of the funds, and they show why the freeze criteria do not apply to this address.

1. Proof of control of the address

This is the foundation and it is where most self-prepared requests fail. A signed message from the frozen address is the standard. You sign a nonce or a short statement with the wallet’s private key, and the signature is verified on-chain. What does not work: screenshots of a wallet app, an exchange account overview, or a statement that \”the address is mine.\” Issuers will not act on visual claims.

If the funds sit at an exchange-controlled address rather than a self-custody wallet, the problem changes shape. You cannot sign for an exchange deposit address. In those cases the pack must include the exchange’s own withdrawal records showing the on-chain transfer to the frozen destination, plus account verification documents, and the exchange’s confirmation of the withdrawal transaction hash.

2. The full trace, not the last hop

A freeze usually happens because the address received funds that were flagged upstream: stolen funds, ransomware proceeds, or a transaction adjacent to a sanctioned entity. The issuer’s review team will trace backwards regardless. A pack that only shows your own receipt invites them to fill in the blanks themselves.

What belongs here is the deposit chain: where the funds came from two or three hops back, exchange statements or on-chain records for each acquisition, and dates. If you bought USDT on an exchange with KYC, that is an anchor. A verified purchase trail with timestamps is one of the strongest elements a pack can contain, because it establishes legitimate provenance in a way an issuer can independently check.

3. The freeze context: why this address was caught

There are two common situations, and the evidence differs.
\n\n
Blanket or collateral freeze. Your address received funds from an entity that was later blacklisted in full, and your transfer happened inside the lookback window. The pack should show the timing: when you received the funds relative to the blacklist event, and that your transaction predates any notice or was an ordinary trade. The argument is not that the counterparty is clean; it is that you were an ordinary transacting party without knowledge.

Direct listing. The address itself is on the blacklist, usually following a law-enforcement request or a fraud report. Here the pack needs the underlying allegation addressed head-on: the transaction records that contradict the fraud claim, correspondence, and where one exists, a police report or case number from your own side. This is also the situation where legal representation stops being optional. A direct listing tied to an active investigation is not resolved by a form.

4. A factual chronology, sworn where possible

5. The legal wrapper

Issuers release frozen balances through their legal and compliance functions, not customer support. A request from an identified law firm, on letterhead, citing the specific mechanism (a freeze-objection under the issuer’s published law-enforcement guidance, or a formal dispute of the listing basis), gets routed differently from a web form. The firm also handles the follow-up, which matters because first responses routinely take four to eight weeks and ask for supplementary material.

What weakens a pack

- Anonymous wallets with no acquisition history. If provenance cannot be shown, the argument has to rest on procedural grounds, which is slower and often unsuccessful.
- Timelines that conflict with the on-chain record. The chain is the one witness that never changes its story; check your chronology against it before submitting.
- Angry narratives. Fraud accusations without documentation read as noise.
- Requests sent to three channels simultaneously. Duplicate threads fragment the file and restart review queues.
